It is currently represented by Democrat John C. Carney, Jr., the former Lieutenant Governor of Delaware.

History

Delaware has always had only one U.S. Representative, except for 10 years between 1813 and 1823, when there was a second Representative. This person was elected statewide, at-large, on the same ballot as the first Representative. The two candidates with the highest number of votes were elected.

Former U.S. Representative Michael N. Castle, a Republican and former Governor of Delaware, had held this seat easily from January 1993 until his retirement in January 2011 in his unsuccessful bid for the Republican nomination to run for the U.S. Senate.
